Where did you find this info. In the show, there's no mention regarding length of construction.

You're right, it did take 2 years to construct, which strikes me as wildly optimistic. They wouldn't have started construction on Babylon 5 until after Babylon 4 vanished, which happened in 2254. Babylon 5 was completed in 2256, so there's 2 years for design tweaks, construction, and staffing/populating it. I found this information on the babylon5 wiki.

I had imagined the Babylon projects as a series of stations built on the frontier of which only #5 survived through construction, especially since they’re at different locations (at least 4 and 5 are, but I guess that could be because 4 proved the location unsafe?”
