Link SyncTERM encode helpers before xpdev

The per-BBS cache keys now pull utf8.o from libencode, whose Unicode helpers are provided by libxpdev. GNU linkers do not revisit the earlier xpdev archive, leaving undefined Unicode symbols on Linux, Alpine, ARM64, NetBSD, and MinGW.

Place encode and hash before xpdev in the GNUmake final link. Verified the original failure and corrected link with native GNU ld.bfd and MinGW, and completed a full GNUmake release build with ld.bfd.
